In order to continue making this and similar projects possible, the Slovenian government has specifically agreed to change the legal regulations. The upper limit for the participation of foreign investors in Slovenian gaming companies was raised from 20 to 49 percent.

In addition, the government reduced the effective tax rate for gambling by around half to 17.5 percent, but only with a turnover of at least 303 million euros per year and if the project is of greater importance for tourism. The largest casino resort of its kind in Europe is planned. The center is expected to attract around 4.5 million guests a year, 90 percent of them from abroad. 3,200 new jobs will be created directly by the new gaming center. The annual tax revenue is estimated at 120 million euros.
